The independent binational organization was established by the Boundary Waters Treaty of 1909 to help prevent and resolve disputes relating to the use and quality of boundary waters and to advise Canada and the United States on related questions.

Great Lakes Commission
The binational agency promotes the orderly, integrated and comprehensive development, use and conservation of the water and related natural resources of the Great Lakes basin and St. Lawrence River.
